In my despatch No.180 of the 8th, instant I had

the honour to submit for your decision the following points

amongst others, viz:-

(a) Whether the effect of the Circular Despatch

of the 30th. December, 1894, had been exhausted.

(b) Whether land in future required as Military

Reservation should be paid for by the War Department at

the full market value.

2. In this present despatch I desire to inform

you of my views regarding (a) the nature of lands already in

Military Reservation and (b) the extent of the rights over

such lands vesting in the War Department.

3. After consideration and a perusal of the

Report upon Military Reserve Lands at Kowloon furnished by

Messrs. Bruce Shepherd and Seth in 1898, I have come to the con-

clusion that Military Reserve Lands are lands which this Go-

vernment, at the request of the Military Authorities, has agreed

to keep free of buildings for purposes of defence.
